A constitution is a key social construct that guarantees the core concept of respect for Institutions. These institutions are the pillars of the State that provide a framework for Checks & Balance in robust State management, good governance. It is this framework that democratic values are hinged on. In Rwanda all these concepts, frameworks & guarantees have been eroded by the regime by bluntly manipulated the very Constitution that is the Supreme organ of the State & main guarantor.
